摘要
研究目的:探索农地转出中农户满意度的形成过程与机理,从农户主观感受视角来定量分析农地流转政策的制约因素。研究方法:基于顾客满意度指数(Customer Satisfaction Index,CSI)理论框架,构建农户农地流转满意度指数(Farmer Satisfaction Index,FSI)模型,运用结构方程模型(Structural Equation Model,SEM)进行定量分析。研究结果:农户对农地转出的感知质量是影响其满意度的决定因素,可靠性是关键因素,政府形象与印象感知是重要因素,人员互动是有效因素。研究结论:要加强农村社会保障制度建设以确保农民获得公平的社会保障,规范流转程序、健全流转监督机制、保护农民利益,加强政府廉政建设以改善政府形象以提高农户满意度,促进农地转出。
This research aims to explore the formation process and mechanism of farmers’ satisfaction with land transfer, and to quantitatively analyze the restrictive factors of land transfer policy from the perspective of farmers’ perceptions. The research methods are as follows: at first, Farmer Satisfaction Index(FSI)is established based on the Customer Satisfaction Index theory, and then the Structural Equation Model(SEM)is employed to quantitatively analyze the influential factors of farmer’ satisfaction with land transfer. Research results show that perceived quality is the determinant playing significant role in the farmers’ perceived quality, reliability is the key factor, government image and impression are important factors, and personal interaction is the effective factor. The major findings derived from the study can be summarized as follows: in order to increase farmers’ satisfaction and to facilitate land transfer, the rural social security system construction need to be enhanced to ensure fair social security; the transfer procedure should be strictly regulated; land transfer supervision mechanism should be improved; farmers’ interest should be well protected; and anti-corruption activities should be enhanced to promote a positive government image.
