中国科技创新体制改革的目标是开放型体制,它是顺应经济科技全球化大势、适应市场经济体制、发挥政府补充功能、形成万众创新环境的必然结果,为此需要建设开放式科技创新宏观管理体制与体系;深化国有科研机构等体制机制改革,建立以企业为科技创新主体的国家创新体系;建立基于市场机制的科技成果利益分配制度,推动人才自由流动;创建世界知识产权交易市场,继续改革和完善知识产权制度;促进研发性投资双向自由流动;推动构建一个开放、平等的世界科技贸易体制与交流环境,加强国际科技创新监督管理。

The goal of China＇s scientific and technological innovation system reform is to build an open system, which is the inevitable result of following the trend of the globalization of economy and science and technology; adapting to the market economy system, letting the government exercise its supplementary function, and creating an environment for mass innovation. To this end, we need to build a macro-management system for open scientific and technological innovation; deepen institutional reform including the state-owned scientific research institutions; establish a national innovation system with enterprises being the main players in scientific and technological innovation; set up a system of profit distribution based on market mechanism for scientific and technological achievements, and promote the free flow of talents; create the world intellectual property market, and continue to reform and improve the intellectual property system; push forward the two-way free flow of R＆D investment; and create an open and equal world science and technology trade system and exchange environment, and strengthen the international scientific and technological innovation supervision and management.
