研究采取标杆分析的研究范式，选取上海、纽约、巴黎、东京、伦敦为研究对象，测算评价了5个城市近10年的全球资源配置能力发展轨迹，运用灰色预测法和情景分析法预测了5个城市后50年的全球资源配置能力发展趋势。综合现状测评和趋势预测的实证研究结果，判断上海全球资源配置能力的世界地位、潜在优势和未来机遇，剖析了上海培育全球资源配置能力面临的制约和挑战，提出应对的战略举措。

The paper took Shanghai, New York, Pads and London as the research objects, evaluated the development of global resource allocation capabilities of the 5 cities in the past 10 years, and forecasted the development trend of global resources allocation ability of the 5 cities after 30 years.
