Speeding up the Development: Policy Background and Trend Analysis——A Perspective of Understanding the Spirit of Promoting the Modernization of Vocational Education Seminars

近年来国家层面推动职业教育发展的政策特点主要表现为:强化目标导向,强化系统推进,强化制度保障,强化服务大局,强化质量核心。但在政策执行上的层级困境、合作困境仍未发生根本转变,问题也基本由此产生。今后一个时期职业教育政策推动总的取向是:要更加突出职业教育战略位置,要打造现代职业教育体系升级版,要更加明确职业教育办学方向,要全面提高职业教育人才培养质量,要切实发挥企业重要办学主体作用,要汇聚更多社会力量兴办职业教育,要进一步增强职业教育吸引力。

The features of national level of policies to promote the development of vocational education in recent years are mainly embodied in： strengthening the objective-oriented, the system-driven, the institutional guarantee, the consciousness of serving general situation, and the quality as the core. However, dilemma in hierarchy and cooperation of policy implementation has not been shifted fundamentally, so questions emerges. In the next period, the overall orientation of vocational education policies is to highlight more strategic position of vocational education, to build upgraded version of modern vocational education system, to clear school-running direction of vocational education, to comprehensively improve the quality of personnel training of vocational education, to give full play to the role of enterprise as important school-running body, to converge more social forces to set up vocational education, and to further enhance attractiveness of the vocational education.
