农业可持续发展的经济效益评价指标体系研究——以重庆市为例

RESEARCH ON ECONOMIC BENEFIT EVALUATION INDEX SYSTEM OF AGRICULTURAL SUSTAINABLE DEVELOPMENT——TAKING CHONGQING CITY AS AN EXAMPLE

我国是农业大国,农业的发展是国民经济发展的根基,农业可持续发展是我国走可持续发展道路的根本保证。农业经济效益作为农业发展的重要组成部分,在农业可持续发展中起着至关重要的作用。文章基于可操作性、综合性、完备且相关性及动态性原则,构建了土地生产率、农业劳动生产率、农产品商品率等10个农业经济效益评价指标。该文以重庆市为例,首先对重庆市农业经济农业产值、农民经济和农村产业结构现状进行分析。其次通过以层次分析法和变异系数法为基础的综合集成赋权法确定权重,采用综合指数评价法对农业可持续发展经济效益进行评价。再次从时间和空间两个维度对农业经济效益评价结果进行分析.最终提出加大农业资金投入、提高农业生产能力;大力发展农业规模经营、推动农业产业化进程;实施科技兴农战略、提高农业科技水平;因地制宜、建立区域适宜的可持续发展模式四个针对性建议,以期实现提高农业可持续发展的经济效益。

China is a large agricultural country,the development of agriculture is the foundationand guarantee of China＇s national economic development. As an important part of agricultural development,agricultural economic benefit plays an important role in the sustainable development of agriculture. Based on the principles of maneuverability,comprehensiveness,completeness,relevance and dynamic,this paper constructed10 evaluation index systems of agricultural economic benefits. Taking Chongqing city as an example,this paper analyzedthe current situation of agricultural economy and agricultural output,farmers＇ economy and rural industrial structure in Chongqing city. Secondly,by using the method of analytic hierarchy process and the coefficient of variation,the weight was determined by the comprehensive integration method,and the comprehensive index evaluation method was used to evaluate the economic benefit of the sustainable development of agriculture. To improve the agricultural economic benefits,it put forward some suggestions including to increase capital investment in agriculture,improve agricultural production capacity; vigorously develop the agricultural scale management,promoting the process of agricultural industrialization; implementation of the strategy of science and technology agriculture,improve agricultural science and technology level,adjust measures to local conditions,establish a suitable region for the sustainable development model of four targeted suggestions.
