摘要
中国工会代表性提升是值得关注的现实问题,具有重要学术探讨价值。本文首先基于中国工会职能转变的重要性分析中国工会代表性存在的代表目标双重性、代表效力依附性、代表对象复杂性、代表职能多元性、代表渠道一元性等特征;然后借鉴组织社会学新制度主义的合法性分析框架,从文化—认知、规范、规制合法性三方面解析工会代表性提升所面临的制度困境;最后,提出"以文化—认知合法性获取为核心、规范合法性获取为补充、规制合法性获取为保障的三位一体式"的工会代表性提升策略。
To enhance the representing function of China’s labor union is such as is worthy of our focus and academic researches.This paper,with a good consideration of the significant changes in China’s labor union’s functions,explores the characteristics of the representing function of Chinese union,including its duality in goal for representation,dependency in effectiveness of representation,complexity in representation of the represented,diversity in representation function,and unitarity in channel for representation.Then,in the perspectives of new institutionalism of organizational sociology and within the framework for legitimacy analysis,this paper explores the institutional difficulties that China’s labor union may be having in its enhancing the representing function,from such angles as cultural-cognitive legitimacy,normative legitimacy and regulatory legitimacy.Finally,this paper proposes a three-in-one strategy to enhance the representation of Chinese union,with achieving cultural-cognitive legitimacy as a core,achieving normative legitimacy as a complement,and achieving regulatory legitimacy as a guarantee.
