本文首先对"不越境而书"及其乃中国地方志传统编撰原则说法之滥觞进行了考证。然后梳理了第二轮修志以来针对"不越境而书"产生的各种观点,大体可归纳如下:一种是坚持"不越境而书",并对"境"的含义进行发挥阐述;一种是认为可以"越境而书",但又分为适度"越境而书"和将其作为第二轮修志通则两种态度。最后文章分析了该讨论产生的原因与意义,阐述了作者的思考意见,并结合工作中出现的相关问题,提出若干建议。

This article first analyzes'Do not cross border to record things 'and the origin of the suggestion considering it as the start of traditional China local records compilation principles.
