京津冀协同发展下的冀中南县域城镇化特点初探

Research on Urbanization of Middle and South Counties of Hebei Province with Collaborative Development of Beijing-Tianjin-Hebei Regions

在京津冀协同发展背景下,本文通过对冀中南地区独特的历史、人文和产业模式等要素的研究,梳理出冀中南地区县域发展的典型特征。表现为在京津冀区域内,该地区乡镇工业发达,但城镇化水平低;城镇发展模式粗犷,发育呈低端扁平化;工业发展粗放,环境风险较大;乡村居民呈现高机动化下的城乡双栖、工农兼业现象;部分地区贫困现象严重,扶贫任务艰巨等。据此本文提出,未来的城镇化建设须引导人口、产业向县城及重点村镇适度集聚;大力推动可持续发展的绿色经济和能源转型;利用差异化策略来带动农民扶贫增收等策略。文章认为,相关部门应针对县城和村镇进行城镇化引导:产业规划部门应积极引导和构建产业信息化平台,促进资源整合和产业全面升级;规划建设部门应调整空间供给、基础设施和城镇的基本公共服务;地方政府应通过重点产业扶持、精准扶贫、社会保障,努力带动农民扶贫增收,从根本上解决该地在城镇化发展中出现的问题。

We research the special history, culture, industrial system of the middle and south area of Hebei Province with collaborative development of Beijing-Tianjin-Hebei regions. Then we gradually sort out of the characteristics of urbanization development and operation mechanism of industry in the area. It has showed that there are lower level of urbanization developing in above areas, while it is taking on the active rural economy, township and village enterprise. There has been the imperfect pattern of industrial development leading to serious environmental problems. So many people live town and countryside with part-time farming and part-time working. The poor areas will face more difficult tasks for poverty alleviation. It is supposed that the future development of urbanization will gather moderately population and industrial structure from large city to towns and villages. Therefore, government departments should greatly propelled the sustainable green economics, and increase poor farmers＇ incomes with the difference-making policy. As far as the author concerned, the related government departments should stress to guide and further the progress of urbanization of towns and villages. The clean energy and renewable resources ought to be urgently needed to develop due to the serious pollution and environment deterioration. The industrial planning departments will be supposed to build actively the platform of information industry of towns and villages, and promote resources integration and the industry upgrading fully. The urban planning departments should adjust the overall arrangement of urban and rural space, moreover to provide urban infrastructure and public service. The local governments should work on improving basic collective services, and helping and supporting the poor farmers to increase their incomes. As a result, the problems about development of urbanization will be solved completely.
