恐怖主义、极端主义是威胁世界和平的主要反动势力,两者在产生原因和政治诉求方面有相似之处,但在目的的阶段性和手段的欺骗性上有所区别。极端主义是恐怖主义的雏形,宗教极端因素在发展中也有转变为恐怖主义的可能性。
