如何建立与新型社区管理体制相配套、相衔接的社区警务运作机制 ,从根本上增强公安机关对城市社会治安的整体驾驭和控制能力 ,更好地服务西部大开发宏伟战略 ,已是摆在公安机关面前的一项重大课题。实施社区警务战略 ,必须根据社区改革实际进行相应改革 ;必须突出重点 ,规范社区民警职责 ;必须科学合理地建立职能明确的运行机制 ;必须建立和完善监督制约机制。

It is a major problem for the public security organs of researching how to establishe new working system of community police affairs marring the new community management system,how to strengthen mastering capability of city public order for the public security organs,and how to better serve for the great strategy of developing the west. To carry out community affairs strategy,it is necessary to make reforms,to emphasize outstanding points,to standardize policemen's task,to establish scientific performance system,to perfect inspection and restrict system based on community reform practice.
