城市群大气污染跨域治理与绿色营销机制 被引量:1

摘要 城市群是城市集群发展的高级空间形态,但大气污染问题严重损害了城市形象与生态效益。以京津冀为例,该地区为治理跨域大气污染问题,制定了不少的防控措施,但存在跨域治理机构缺乏、监督预警与绩效评价不完善和绿色营销机制缺失等问题。建议构建城市群大气污染跨域治理与绿色营销机制主要包括:创新跨域治理机构,深度推进联动执法;完善大气污染监测监督网,建立绩效评价体系;搭建京津冀区域污染研究平台,倡导低碳技术创新;全面实施能源替代工程,完善绿色营销机制;减少利益博弈,加强跨域利益协调与全民参与。 Urban agglomeration is the advanced spatial form of urban cluster development, but the problem of air pollution has seri- ously damaged city images and ecological benefits. As an example of the Beijing-Tianjin-Hebei region, it has made a lot of prevention and control measures to control trans-regional air pollution. However, there are some problems, such as lack of inter domain governance mechanism, imperfect supervision, early warning and performance evaluation, and lack of green marketing mechanism. The construction of the cross regional governance and green marketing mechanisms of air pollution in urban agglomeration mainly includes creating the trans-regional governance mechanism, and further promoting the joint law enforcement; improving the air pollution monitoring network, and establishing the performance evaluation system; build- ing the Beijing-Tianjin-Hebei regional pollution research platform, and promoting the low-carbon technology innovation; fully implementing the energy substitution project and improving the green marketing mechanism; and reducing the interests of the game, and strengthening the inter-regional coordination of interests and the participation of the whole people.
