厦门市规划环境影响评价跟踪评价工作机制研究

Working Mechanism of Xiamen Planning Environmental Assessment Follow-up Based on Environmental Management Perspective

跟踪评价是规划环境影响评价的重要组成部分,由于规划环评跟踪评价工作机制尚未完善,制约了跟踪评价的实施。在梳理厦门市规划环评及跟踪评价开展情况及存在问题的基础上,从环境管理角度出发,分规划环评审查及规划实施、跟踪评价审查、跟踪评价成果应用三个阶段,从跟踪评价规划筛选、责任主体和介入时间、跟踪评价审查重点以及联动要求四个方面建立了厦门市规划环评跟踪评价工作机制,并提出将跟踪评价工作机制与智慧环保相结合的思路,推动厦门市启动跟踪评价工作。

Environmental impact assessment follow - up is an important part of Planning Environmental Impact Assessment （PEIA）, but the implementation was restricted by the incomplete working mechanism. On the basis of combing the development situation and problems of PEIA as well as PEIA follow - up in Xiamen City, this study established the working mechanism of PEIA follow - up from the perspective of environmental management. The mechanism was generally divided into three stages ： PEIA ex- amination and planning implementation, PEIA follow- up examination, and application. It included aspects of implementing a- gency, intervening time, the key of examination, and Linkage requirements. At last, it put forward thinking on the combination of Xiamen PEIA follow- up and smart environmental protection.
