创新社会治理框架下我国应急管理提升路径研究

A Research on Emergency Management Enhancement Mechanism Based on Government of Innovative Society as the Constrained Objective

现阶段我国改革已进入深水区,各种矛盾不断积累,突发性事件数量及影响提升,为应急管理提出了更高的要求。本文结合推进国家治理体系和治理能力现代化的背景,基于创新社会治理的视角,对我国应急管理工作中现存问题以及发展路径进行研究。首先,通过分析社会治理的内涵演进,结合《中共中央关于全面深化改革若干重大问题的决定》的文件精神,从系统治理、依法治理、综合治理以及源头治理等层面构建了创新社会治理分析框架;其次,在对创新社会治理和应急管理的关联性进行分析的基础上,利用创新社会治理的分析框架,对现阶段我国应急管理的发展现状及存在问题进行分析;再次,基于现存问题设计了我国应急管理的改进路径,并提出了相应的政策建议。

At the present stage, China＇s reform has entered the deep -water area, where various contradictions continue to accumulate, and the number and impact of emergencies are increasing, which have proposed higher requirements to the emergency management. In this paper, considering the background of the advancement of modernization of the national governance system and governance capacity, the existing problems and the development path in the emergency management are studied from the perspective of social governance innovation. First, through the analysis of the evolution of the connotation of social governance and combined with the spirit of The Decision on Major Issues Concerning Comprehensively Deepening Reforms, the analysis framework of innovative social governance is constructed at the levels of systematic governance, governance according to law, comprehensive governance and source control. Secondly, on the basis of the analysis of the relevance between the innovation of social management and emergency management, the analysis framework of the innovation of social governance is used to analyze the current situation and existing problems of the development of China＇s emergency management at the current stage. Thirdly, based on the existing problems, the path of improvement for the emergency management in our country is designed and corresponding policy recommendations are put forward .
