社会治理创新是当前政府和社会关注的热点问题,目前国家正在倡导和推动社会治理创新,而社会治理创新主要是通过地方的试验来实现全国层面的变革。通过对一个地方政府推动社会治理创新进行个案研究,指出通过社会建设部门实行项目制运作,是地方政府推动社会治理创新的有效方法。项目制可以集中力量动员政府和社会资源,并在竞争中推动基层政府及相关职能部门参与社会治理创新,与此同时,项目制运作过程中也会出现社会治理创新持续性不足、参与主体单一等问题。
