浅谈加强石油工程外部项目监督执纪

石油工程外部项目业务多、领域广、资金大、管理难,涉及工程施工、财务管理、物资管理、资金管理、外包业务和供应商管理等各个方面,在提升石油工程外部项目抵御市场风险能力的同时,伴随而来的是纪检工作难度的增大。结合石油工程外部项目工作实际,坚持标本兼治,构建石油工程外部项目的"三不腐"机制:廉政教育,筑牢防线,形成"不想腐"的自律机制;建章立制,源头防范,形成"不能腐"的保障机制;严肃查处,动辄则咎,形成"不敢腐"的惩戒机制。
