建立制约权力腐败的整体协同机制,是确保权力正确行使的有效途径。这种协同机制可以涵括五个方面:规制行政自由裁量权,以实现行政制约;建立干部财产申报制度,以实现经济制约;提升公民监督权,以实现社会制约;完成从人治向法治转轨,以实现法制制约;强化道德文化建设,以实现文化制约。这五个方面协同发力,构成互动机制,标本兼治,或可有效破解权力腐败之困局。

It is an effective way to ensure the proper exercise of power by establishing an overall coordination mechanism that restricts the corruption of power. Five aspects as follows are within the coverage of such a mechanism： regulation of administra- tive discretionary power to achieve administrative constraints; establishment of a reporting system for properties of leaders to achieve economic constraints; improvement of the supervising power of the public to achieve social constraints; completion of the transition from the rule of man to the rule of law to realize legal constraints; strengthening of the construction of morality for the realization of cultural constraints. In an coordinated way, these five aspects constitute to an interactive mechanism, dealing with the problem from both the root and the symptom. The problem of corruption is thus likely to be effectively solved.
