摘要 英国是较早推行学徒制的国家,学徒制几经沉浮。自1993年起,英国开始推行现代学徒制,实现了职业教育与普通教育的对接,扩大了社会参与,女性学徒和25周岁以上学徒比例明显增加,有效提高了劳动生产率,在很大程度上解决了困扰多数欧洲国家年轻人失业率高的顽疾。2015年,英国政府提出到2020年再增加300万学徒工的目标,为保证数量和质量,并向高等级学徒制迈进,英国正采取措施确保这一目标的实现,包括立法保障、完善机构、征收学徒税等。英国现代学徒制的实施对于我国克服技能人才短缺、完成教育分流、完善学徒制、促进万众创业具有较强的启示意义。 Apprenticeship system appeared in UK several hundreds of years ago and it evolved greatly. Since 1993, a modem apprenticeship system had been carried out. It features characteristics such as the link between vocational education and general education, wider participation, more-female involved as well as increasing proportion of more than 25 year-old apprentices. To a large extent, the system helps to tackled the issue of youth unemployment that besets most of European countries. A target of 3 million apprentices has been set up till 2020. A lot of measures have been taken to meet the target including legal guarantee, establish institutes and levy taxes. It has much revelations to the apprenticeship in China in the aspects of overcoming skills talents shortage, education diffluence, enhancing entrepreneurhship, etc.
