高校二级化管理中有效监督的思考——以二级学院廉政监督为视角

Research on Effective Supervision in the Two Level Management of Universities——From the perspective of Supervision of the Secondary Schools

随着高校的不断发展,二级学院的规模不断扩大,下放到二级学院的管理权限也越来越大,如何做好二级学院廉政监督是当前高校防腐倡廉的新任务。当前高校二级学院的廉政监督比较薄弱,存在领导干部的监督意识不够,权力运行缺乏过程监督,对学校的廉政制度执行不够有力等问题。为规范二级管理的有效监督,应从健全二级管理决策机制,规范二级学院权力运行,强化二级管理监督机制,发挥二级学院廉政文化软性约束力等方面加强建设,确保高校二级学院的健康发展。

With the continuous development of colleges and universities, the scale of secondary schools have been expanded, and the management authority of the secondary schools are also growing, How to do a good job in the supervision of the secondary school is a new task in fighting against corruption for current university. At present, the supervision of secondary school is weak, there is not enough su- pervision consciousness, lacking of the supervision in power operation and the powerful execution. In order to conduct effective supervi- sion, we should perfect decision-making mechanism of two-level management, regulate the power operation, strengthen the supervision of two-level management, conduct the blinding role of secondary school, so as to establish the sound secondary schools.
