摘要
为了给不断增加的医疗纠纷和医疗风险带来新的解决途径,我国政府采取了医疗责任保险制度。但在实际推行中,出现了医院投保积极性不高、医责险推行不顺的困境。针对其存在的复合型人才紧缺、对医院的风险防控协助不够、与第三方调解机构的配合度较低等诸多问题,提出了强制推行医责险、重视人才培养、提升服务种类和质量、加强与第三方调解机构的配合等对策,旨在让医责险能有效发挥作用更好地服务于医院和患者。
China' s government has carried out the medical liability insurance to find solutions to medical risk-sharing and medical disputesolving. But dilemmas have appeared, such as inactive insuring in many hospitals, and disobeying in medical liability insurance. To solve these problems of lack of interdisciplinary talents, insufficient assistance on hospitals' risk control, and unsatisfactory cooperation with third-party mediating institution, it is suggested to put forward some countermeasures, such as implementing compulsory medical liability insurance, intensifying talent training, improving the quality and variety of services, and reinforcing the coordination with the third-party mediating institutions.
