Reverse Movement of Globalization and China's Response:Reflections on Relationship between Globalization and Global Governance

全球化的负面效应触发的反全球化和去全球化兴起,会导致全球化逆动。当前的全球化逆动趋势,是全球金融危机调整后的滞后反映,收入分配问题、就业问题和难民潮问题是其中的主要诱因。从根源上讲,全球化逆动是全球化和全球治理的不匹配致使全球治理失灵的结果。大国是全球化的主要推动者和全球治理规则设计者,但也可以成为去全球化的主要推手。面对发达国家去全球化引发的不利形势,中国应从理念、平台和方式等多个方面上推进全球化和全球治理的转型。

The anti globalization movement caused by the negative effects of globalization will lead to the emergence of deglobalization. The current trend of deglobalization is the lagging reflec- tion of the adjustment of the global financial crisis, in which the issues of income distribution, employment and the tide of refugees are the main incentives. From the fundamental point of view, globalization is the mismatch between globalization and global governance, which leads to the failure of global governance. Big powers are the main promoters of globalization and designers of global governance rules but they can also become the main driving force of deglobalization. In the face of the adverse situation caused by the deglobalization in the developed countries, China should promote the transformation of globalization and global governance from many aspects such as idea, platform and method.
