摘要
针对海洋低碳经济问题,从技术进步与技术效率视角,将二氧化碳作为一种坏产出纳入到传统M-L模型中,采用M-L模型对沿海11个地区2006-2014年海洋低碳经济下的TFP进行测度;利用Tobit面板数据模型探讨了影响因素。结果显示:我国沿海的海洋低碳经济效率是呈上升趋势的,但区域间差异较大。其中长三角效率值最高,其次是珠三角地区。技术进步提高对效率指数增长作出了主要贡献。而规模效率变动是影响技术效率的主要因素。通过实证分析发现人力资源质量、科研程度是具有显著促进作用,区域经济发展水平和开放程度则具有显著负面作用。我国沿海城市提升海洋产业低碳效率应该采取加速海洋产业结构转型升级、加强海洋技术创新、培养复合型海洋人才、合理配置资源等措施。
In view of the marine low carbon economy, the study measures TFP of 11 coastal areas from 2006 to 2014 by means of M-L model which takes carbon dioxide as a bad output from the perspectives of technical progress and technical efficiency, and discusses the influencing factors by means of Tobit panel data. The results show that the efficiency of marine low carbon economy in China's coastal areas is on the rise, but the regional differences is big. The efficiency value of Yangtze River Delta is the highest, followed by Pearl River Delta. Technological progress has made a major contribution on efficiency index growth. The scale efficiency change is the main factor affecting the technical efficiency. It is found that the human resources quality and scientific research degree have promoting effect, and level of regional economic development and openness have significant negative effect by means of empirical analysis. In order to increase the low carbon efficiency, the government should accelerate the transformation and upgrading of industrial structure, strengthen the technology innovation, cultivate the talents .and allocate the resources rationally.
