用改革创新协同发展的思路推进稀土供给侧结构性改革

To Boost Rare Earth Supply-side Structural Reforms in the Idea of Reform,Innovation and Coordinative development

稀土行业供给侧结构性矛盾,既有稀土资源开发与资源保护、生态友好不协调,冶炼分离产能严重过剩与产品结构、产业结构不合理等问题;也有稀土材料供给与材料功能性开发、下游需求及应用功能研发不衔接等问题。要把握稀土材料功能性的特征,树立协同创新发展的理念,以改革为动力,开阔工作思路,拓展稀土功能。本文从生产供给、市场供求、产需衔接等层面,提出优化产品、工艺、技术结构,改善供给、供求、产需结构,深化产品营销、企业组织、产业布局结构性改革,扎实推进"稀土功能+"成为国民经济发展新动能。

The structural supply- side problems in the rare earth industry are embodied in the conflicts between exploit and protection of rare earth resources, ecological friendly and not harmonious situation, excess separation capacity and unreasonable industrial structure and product structure; as well the conflicts in mismatching between supply and functional development of rare earth material, demand of downstream and development of application function. The future working focus will be that to master the property of rare earth functional materials, build up the idea of collaborative innovation and development;to open working- mind and expand the rare earths function taking reform as motive. In this paper, it proposed to optimize the structure of product, process and technology, improve the structure of production and demand in the terms of production supply, production and demand matching;moreover, to further deepen structural reform in marketing, business organization and industry allocation design to reach the goal of boosting ＂rare earth function plus ＂ as the new engine of national economy development.
