A Study on Population Resource and Economic Development of the Old Industrial Base in Northeast China

东北老工业基地是近年来国家重点改造区域,对人口资源需求较大,但近年来辽吉黑三省人口始终保持净迁出状态,东北老工业基地面临严峻的人口资源匮乏问题,成为地区经济发展的障碍。以区域为中心的经济发展符合市场主体多元化发展的需要,区域经济发展可以促进人口资源的有效配置,合理配置人口资源可以实现公共领域中的所有资源及价值的最大化使用,可以缓解人口资源流失对区域经济发展产生的负面影响,进而推动东北地区经济的发展。

The old industrial base in northeast China has been an intensive reform area and has a plentiful requirement of population resource. The population resource in the following provinces like Liaoning, Jilin and Heilongjiang, consistently keeps out-migrant in recent years. The old industrial base faces a vigorous challenge and problem of lacking population resource, which has been a serious obstacle of the regional economic development. Regional economy, as a new type of economic form, has been a significant economic developmental basis and platform in the northeast＇ s economy system. The development of regional economy satisfies the demands of multifarious market subjects, attributes to effective allocating the population resource. Reasonable allocation of population resource eould achieve the utmost use of the public resource and value and relieve the negative impacts that population loss, thus quicken the economic development of northeast China.
