摘要
"埋地钢质管道风险评估技术体系研究与工程示范"针对20世纪末困扰政府安全监察、企业安全生产的瓶颈性技术难题,在"十五"国家科技攻关计划和自然科学基金仪器专项的支持下,在10多家单位、70多名科技人员的共同努力下,历时9多年,建立了具有完全自主知识产权的埋地钢质管道风险评估和腐蚀防护检测技术的工程方法,开发了具有发明专利的管道探测设备,为从根本上扭转疲于堵漏抢险、无奈盲目更新的高成本、低成效的被动式管理局面,提供了急需技术和方法手段。该成果2009年获国家安监总局第四届安全生产科技成果一等奖,本文以该成果推荐书为基础,综述了项目背景、成果及其应用情况。
Aim at bottleneck technical problems which perplexed government security supervision and enterprise production safety in 1990s, under the support of the "10th five" National Science and Technology Research Program and the NNSF Instrument Plan of China, with the endeavor of more than 70 technical personnel from more than 10 enterprises for 9 years, "Research and Practical Application of Buried Steel Pipeline Risk Assessment Technology" established engineering method of risk assessment and corrosion protection detection for buried steel pipeline with completely proprietary intellectual property rights, developed pipeline detection equipment with patent for invention, provided a much-needed technology means and methods to fundamentally reverse passive management situation with high cost and low effectiveness which is mainly on the effort of plugging emergency rescue and helpless blindly update. The result won the first prize of the fourth production safety of scientific and technological achievement award of the State Administration of Work Safety in 2009, this thesis summarized the background, achievement and its application situation based on the result recommendation.
