取消特种设备使用许可 强化事中事后保障安全

特种设备事故85%左右发生在使用环节,无疑是质监部门监管的重点和关键,基层监管的主要工作是在特种设备使用监管。随着社会经济的高速发展,特种设备数量激增,基层监管力量严重不足,"人机矛盾"突出,县级局一般监管人员只有2-3人,而其中有1/3到1/2的精力花费在特种设备使用许可(注册登记)上。笔者认为,这浪费了宝贵的行政资源,其保障安全的作用又很有限,可以取消此项行政许可,用加强技术检查、监督抽查、严格执法、严肃事故查处等事中事后监管措施确保特种设备安全运行。
