在人口老龄化与城市化交汇的背景下,城市化问题愈发显著,城市无法满足全年龄段居民的需求。人口老龄化使得城市劳动力老化,经济发展速度和质量降低,使城市治理陷入了两难境地,对城市发展产生了巨大影响,为此国际城市立足于"积极老龄化理论"采取了积极主动的应对措施:建设面向所有年龄段人口的全龄社会,开发通用便捷的城市交通,制定切实可行的城市发展规划,发展老龄科学及创新服务模式。这些经验有利于促进各级政府转变观念,加快建设覆盖全年龄段的老年友好型城市,提高国际交流与合作水平,为中国及时应对、科学应对、综合应对人口老龄化提供了有益的启示。

With the joint impact of aging and urbanization, cities are undergoing a hard time coping with the demands of citizens of all ages in that the aging of population results in the aging of labor force, which in turn slows down the speed and degrades the quality of urban economic development, aggravate the load of urban management and worsen the urban dilemma. To solve those problems, some foreign cities, guided by the theory of active aging, have taken some active measures such as the construction of a society fit for all ages, the provision of convenient public transport, the formulation of a practical plan for urban construction, and the development of aging science and innovative service model. Those measures can facilitate the administrators to change their old concepts, accelerate the construction of an Age-friendly city for all ages, and promote international exchanges and cooperation, all being valuable for China＇s reference.
