城市社区养老服务供给效率机制研究——以杭州市为例

A Supply Efficiency Mechanism Study on Urban Community Aged-caring Services:A Case Study of Hangzhou City

随着养老服务社会化进程的加快发展,社会多元化主体正广泛参与到社区养老服务中。为鼓励和刺激这种多主体合作机制的形成,需要持续推进制度化环境和条件优化,同时还需要在服务供给效率机制方面进行探索。基于对养老服务供需双方作为服务提供商和消费者的关系设定,从流程管理角度对城市社区养老服务供给的流程环节、流程要素、流程评估指标进行描述和深度分析,提出了一个流程分析框架,并结合杭州市的实践就其服务供给效率问题进行了剖析。在此基础上从服务生产、定价、渠道等流程环节分别给出了应对策略。

With the acceleration of the socializing process of the aged-care service, diversified social agents are extensively involving in community service for the aged. To encourage and stimulate the formation of this multi-agent cooperation mechanism, the institutional environment should be continuously promoted and optimized. Meanwhile, explorations should be made in service supply efficiency mechanism. On the basis of setting the relationship between the service providers and consumers in aged-caring service supply, the article, from the procedure management perspective,elaborated and analyzed the steps, elements and evaluation indicators of the urban community aged-caring service supply. The article also proposed an analysis framework of the procedure. On this basis, strategies concerning services production, pricing, channels and other steps were also proposed.
