日本、韩国、新加坡与中国生态问责制比较

Comparative on the Ecological Accountability among Japan,Korea,Singapore and China

与中国相比,日本、韩国和新加坡三国的生态问责制建设已经形成了完善的制度体系和有效的运行机制,生态问责制已成为三国生态环境治理和质量保障的重要制度工具。本文在对日本、韩国、新加坡三国生态问责制的主要内容及中国生态问责制现状进行概述的基础上,从生态问责制法律制度建设,以及环境审计、环境影响评价和环境诉讼等重要制度设计方面,对三国的生态问责制以及中国与三国之间的共性及差异进行了比较分析,得出三国生态问责制运行的基本模式、特点及中外生态问责制的发展趋势。

Japan , Korea and Singapore have formed perfect ecological accountability systems and effective operation mechanism compared to China. Ecological accountability systems in these three countries are key institutional tools for ecological environmental governance and quality insurance. On the basis of analyzation on the main contents of ecological accountability in Japan , Korea and Singa-pore and status of ecological accountability in China , this thesis makes a comparative analysis on the ecological accountability of the three countries from the construction of ecological accountability legali-zation , environmental auditing , environmental impact assessment and environmental lawsuit. In addi-tion , this paper also analyzes the commonalities and differences of China and these three countries on ecological accountability , and finally gets the basic patterns and characteristics of the ecological ac-countability in these three countries and the development trend of ecological accountability in China and foreign countries.
