河南省绿色发展的问题及对策研究

Study on the Problems and Countermeasures of Green Development in Henan

近年来,河南省对环境保护高度重视,把环境保护作为落实科学发展观、推动经济转型、促进结构调整、转变发展方式的重要抓手。河南省绿色发展,不仅是对可持续发展战略的重要延续,同时也是目前我国甚至全球发展的组成部分。由于河南省工业结构不合理,拼资源、拼投资的经济增长方式难以根本转变,资源消耗和污染物排放将进入高增长的爬坡阶段,后续减排潜力下降,污染减排资金不足,因此,绿色发展成为河南省未来发展的重要方向和必经之路。鉴于此,本论文的研究目的是从河南省绿色发展现状、河南省绿色发展存在的问题出发,对现有数据进行系统、科学的分析,为河南省整体实现绿色发展方面提供一定的数据和理论支持及政策帮助。

In recent years, Henan has attached great importance to environmental protection, and takes the environmental protection as an important starting point for the implementation of scientific outlook on development, promoting economic restructuring, structural adjustment and the transformation of the development mode. The green development of Henan province is not only an important continuation of the sustainable development strategy, but also an integral part of the development in China and even in the whole world. Due to that the industrial structure of Henan province is not reasonable, economic growth mode of the fight to the resources and the investment is difficult to be fundamentally changed, resource consumption and pollutant emissions will enter a climbing stage with a high growth, the following potential of pollution reduction will decline and lack of funds. Therefore, green development has become an important direction of the future development in Henan province and the only way which must be passed. In view of this, the purpose of this paper is based on the current green development in Henan Province and problems, carries on a systematic and scientific analysis of the existing data, so as to provide a data and theoretical support as well as policy help for Henan province to achieve the overall green development.
