我国社会组织承接政府购买服务能力体系建设研究

Research on Construction of Social Organizations' Ability System to Undertake Government Purchasing Service

承接政府购买服务能力体系建设是社会组织有效参与公共服务供给的基础。通过对当前社会组织承接政府购买服务的能力体系建设现状及问题的分析,对构建社会组织承接政府购买服务能力体系进行优化。能力体系在制度化层面包括自主自治能力、资源募集整合能力、规范运作能力;专业化层面包括设施配置能力、人才队伍建设能力、技术支持能力;信誉化层面包括自律自监能力、公共处理能力、品牌建设能力;可持续化层面包括创新创造能力、互联互通能力和协同带动能力。依据该体系的构建,提出我国社会组织承接政府购买服务能力体系建设的政策建议,望在公共服务领域有建设性意义。

Construction of ability system to undertake government purchasing service is the basics of social organizations to participate in public service supply effectively.The article analyzes the current situation and problems of it,and optimizes the ability system about construction of social organizations to undertake the government purchasing service.The ability system contains：the first level is institutionalization,including the independent autonomy ability,the capability to collect and integrate resources,the capability to standardize and operate process; the second level is professionalization,including the ability of facility allocation,the ability of intelligent team construction,technical supporting capabilities; the third level is credibility,including the ability of self-discipline and selfsupervision,the ability of public response,brand building capability; the forth level is sustainability,including the innovation and creation ability,interconnection capability,collaborative driving ability.Referring to the four-level ability system,the paper puts forward some suggestion to the construction about ability system of social organizations to undertake the government purchasing service in the hope of having constructive significance in the field of public service.
