地方高校在落实“人才强市”战略中的问题及对策研究

A Study on the Problems and Countermeasures in the Local Colleges and Universities Implementing the “City Revitalization Relied on Talents” Strategy

地方高校的特征决定了其与地方经济紧密关联,两者能够在融合中发展,互利中共赢。地方高校总是通过在人才培养、科学研究、社会服务和文化传承的活动中落实"人才强市"战略,当前,在国家人才政策的引导及高校自身发展的内在需求驱动下,大部分地方高校都开展了广泛的"政用产学研"合作。然而仍有一些地方高校,还存在对落实"人才强市"战略认识不足,学科专业设置与地方经济不协调,科研人员研究领域与地方经济脱节,高端人才和创新团队尚不能满足实际需要等一系列困难和问题,在一定程度上,影响了地方经济的提升及地方高校的发展。地方高校通过深入剖析问题产生的原因,结合地方经济发展的需求和自身学科建设、科技工作、人才工作的实践,能够寻求并给出相应的解决之策。

The local colleges and universities are closely related to local economy because of their characteristics. Both of them can develop better and mutually benefit when integrated. The local colleges and universities always implement the ＂talented person powerful city＂ strategy through the activities such as talent-cultivating,scientific research,social work and culture？inheriting. Currently,under the guidance of the national talent policy and driven by the internal demand of their development,most of local colleges and Universities have developed a wide range of ＂Government-Customers-Industry-University-Research＂ cooperation. However,some of them are still not aware of the importance of the ＂talented person powerful city＂ strategy that leads to a series of problems such as the curriculum does not coordinate with the local economy,the researchers＇ field has nothing to do with the local economy and the talents and Innovation teams do not meet the demands of the development of local economy,which has to some extent stunned the growth of the local economy as well as impeded their own development. By analyzing the roots of the problems and the needs of the local economical development,carrying out the practice of discipline？construction,scientific and technological work and talent cultivation,the local colleges and universities try to find out the appropriate counter measures.
