商丘市产业集聚区提质转型创新战略对策研究

Study on the strategic countermeasures on upgrading and transformation of the industrial cluster districts in Shangqiu

在简要介绍商丘市产业集聚区发展现状的基础上,重点分析了其存在的问题.发现主要表现在集聚区规模不大、发展速度差别大、空间"两极化"、级别较低、质量不高、创新能力不强等方面.为加快商丘市产业集聚区提质转型,提出了大力培育潜导产业、健全公共服务平台体系、加快价值链升级步伐、积极培育龙型产业集群、强化体制机制创新等对策建议.

Based on brief introduction of the present situation of the industrial cluster districts in Shangqiu, this paper analyzes its existing main problems such as the smaller scale, development speed difference, spatial polarization, lower level and quality, weak innovation ability. For speeding up the upgrading and transformation of the industrial cluster districts in Shangqiu, the paper puts forward some strategic countermeasures, including the vigorously cuhivating of the latent 1 eading industries, perfecting the public service platform system, accelerating the upgrading of the value chain, actively cultivating Dragon industrial clusters, strengthening the innovation of working system and mechanism, and so on.
