福州海绵城市建设策略研究

Study on strategy of sponge city construction in Fuzhou city

海绵城市建设是应对城市内涝问题的战略措施.本文以福州市为例,采用访谈问卷调查的方法,基于社会公众的认知与需求视角,深入分析福州民众对海绵城市建设的认知情况,并在此基础上提出顺应民心的海绵城市建设策略,具体包括:加大宣传力度,强化公众参与意识;制定激励政策,鼓励公众积极参与;加大投资力度,加快城区内涝点整治;积极开展试点,统筹推进海绵城市建设;制定标准规范和地方法规,规范海绵城市建设.

Sponge city construction is the strategic measures to deal with the problem of city waterlogging. Taking Fuzhou city as an example, this paper analyzes the cognitive situation of Fuzhou people’s understanding of the construction of sponge city in the perspective of the social public’s cognition and demand by the methods of interview questionnaire. And the paper put forward the construction strategy of sponge city on the basis of the will of the people, the strategy include： to intensify propaganda, strengthening the awareness of public participation, to formulate incentive policies to encourage public participation, to increase investment to accelerate urban waterlogging remediation, to actively carry out pilot projects to promote the overall development of sponge city construction, to make standards and local regulations to standardize the sponge city construction.
