通过研究政府权力清单的行政法意义,探求国家行政权力在实际操作中所应当受到的限制,及其法律意义和价值等一系列社会问题,在总结以往实践经验的基础上,改进制度,完善法律,提高法治水平,让法律更好地为人民服务,逐步实现法治社会的伟大构想。

Studying the significance of government＇s power list, this paper explored the restraints to be obeyed when operating national administrative power, its lawful significance and value. This paper proposed that the previous experience be summarized, the institutions be improved, and the laws be perfected for enhancing the level of law rule, serving people better, and realizing the great idea of governing society by law.
