试论规划管理精细化对实现城市精致化的作用——以“后三峡时代的万州”城市精致化为例

万州,意为"大江至此,万川毕汇,万商云集"。城市山水环抱,错落有致,兼有"山城"和"江城"之称。随着三峡工程的展开,一幢幢古居旧宅、一座座名园古桥已永沉江底。后三峡时代的万州,一座布局更加合理、交通更加通畅的新万州城正在崛起。新时期,坐拥长江黄金水道的万州已成为"一带一路"和"长江经济带"上的重要枢纽,在迈向长江上游一流滨水宜居城市的进程中,随着滨江环湖地区形象的凸显,万州城市精致化已成为各方的期盼。在此发展阶段与现实背景下,对于城市规划管理而言,精细化管理1是实现城市精致化的有效手段。

Wanzhou, as its name indicates, is a city of several rivers and numerous merchants. With mountains and waters surrounding, Wanzhou is also called ＂Sbancheng （mountain city）＂ and ＂Jiangcheng （River City）＂. Because of the Three Gorges project, a number of old residential buildings, yards and bridges sank deep into the river. In the post era of Three Gorges, a new Wanzhou is rising, more reasonably planned, with more smooth traffic. At new times, Wanzhou on the golden waterway of Yangtze River has served as an important hub of ＂One Belt and One Road＂ and ＂Yangtze River Eco- nomic Belt＂. In the process of advancing towards to be a first-class livable riverside city at the upper reaches of the Yangtze River, Wanzhou, with the highlighting of its riverside region image, has had it expected to be an elaborate city. At current development and reality, for urban planning and man- agement, refined management has become an effective tool to realize city elaboration.
