Thoughts on Accelerating Ground Security System Construction for Air Strategic Projection

为加强空中战略投送地面保障体系建设,在分析空中战略投送地面保障体系建设的意义、实践探索和存在问题的基础上,着眼备战胜战、突出军种主建,提出加快建设必须坚持需求牵引、体系建设,重点突破、整体推进,空军主建、服务全军的指导原则,以及打造形成具有统筹管理能力、机场保障能力、装载卸载能力、空地衔接转运能力、境外服务能力、依法抓建能力的空中战略投送地面保障体系的对策。

To strengthen ground security system construction for air strategic projection, after analyzing the significance, practical exploration and existing problems, the paper looks at war preparation and victory and highlights army services con- struction, and suggests that accelerating construction should adhere to the guiding principle of constructing system under re- quirements, promoting the whole with a breakthrough, and constructing air force to service the entire army. It also puts for- ward some countermeasures for constructing ground security system with the ability of planning and managing, airport secur- ity, loading and unloading, air-ground connection and transshipping, overseas service, and constructing according to law.
