“三无”老旧电梯的现状和思考

Status and Thinking of the "Three No" Old Elevator

"三无"老旧电梯是指无物业管理、无维保单位、无维修基金的老旧电梯。本文结合"三无"老旧电梯产生的原因,对老旧电梯存在故障率高,维修困难、备品备件少、成本高,物业失管、资金筹集困难、维护经费不足以及老旧电梯监察方面所遇到的问题进行分析,为推动对三无老旧电梯的风险评估、全方位拓宽资金来源、降低老旧电梯的风险率、加强电梯安全监管等方面,提出合理的建议。

＂Three no＂ elevator is the elevator with no property management, no maintenance-free unit and no maintenance fund. This article discusses the cause of ＂three no＂ old elevator and analyzes the problem of high failure-rate, maintenance difficulties, less of spares, high cost, loss of management, financing difficulties, lack of funds to maintain and problems in old elevator supervision, and put forward reasonable suggestions to improve risk assessment, comprehensive broaden the sources of fimding and reduce the risk rate of the old elevator, strengthen the elevator safety supervision of the ＂three no＂ old elevator.
