摘要
农村基层组织人才是党和政府在基层实施工作建设的核心,要发展农村地方社会经济、建设高度的基层民主、维护社会和谐稳定,离不开农村基层组织人才作用的发挥。为了适应国内外形势的新变化,根据国家建设新型农村的新要求,针对可能出现的新情况、新问题,边疆地区的农村基层组织应该创新人才培养模式、加强人才内涵和制度建设,把边疆地区的农村基层组织人才队伍建设成为具有相当凝聚力、吸引力和战斗力的中间领导力量。
The talents of rural grass - roots organizations are the core of the party and the government in the implementation of grass - roots work. It is necessary to develop rural local social economy, to construct highly democracy at the grassroots level and to safeguard social harmony and stability. To adapt to new changes at home and abroad and new demands for new rural construction, the talents training modes should be innovated, the connotation of the talents and system construction should be strengthened to turn the rural grass-roots organizations into the main leadership with cohesion, attraction and fighting capacity.
