Research on the Citizenization of Transferring Population of Agriculture in an Orderly Way

近几年,有序推进农业转移人口市民化成为社会各界关注的焦点。从农地制度、产业结构、公共服务和基础设施、就业培训和市民化意识、地方政府执政能力等五个方面进行问题研究,提出完善农地流转制度、优化产业结构、公共服务均等化、农转人口职业化和市民化、丰富考核指标及增强服务意识等实现路径。

In recent year s, it ha s been of great significance and has been realistic to study the issue of the off-farmer workers into urban residents from the county-level perspective, which is the focal point of practical and theoretical circles in order to promote the urbanization of agricultural popula-tion. This paper does research from five aspects of including farmland system, industrial structure, public service and infrastructure, employment training and sense of belonging and the ability of gover-ning of local governments. In order to solve the above problems, this paper puts forward some sug-gestions, such as perfecting farmland circulation system, optimizing industrial structure, equalizing serv-ices, making professionalization of agricultural population and off-farmer workers into urban residents locally at the center of the people, enriching assessment indicators and enhancing service awareness.
