System Level Survey: Ecological Dimension of Grassland Culture

草原生态系统是中国经济社会发展的重要生态屏障,也是维系国家生态安全的重要绿色保障。草原文化是中华文化的重要组成部分,其"游而牧之"的生产方式和"逐水草而居"的生活方式,表明草原文化自身蕴含着深刻的生态文明意蕴和厚重的生态生存智慧。从空间向度而言,草原生态系统具有独立性生态空间,其生态环境的保护既需要对草原生态环境的整体性加以重视,也需要对其整体性予以评估考量和合理规划。从人的角度而言,游牧民族是草原文化的缔造者。草原文化发展过程中形成对人的行为活动的生态法律与环境道德的有效制约。时代发展也为草原文化生态文明制度建设赋予政府主导、市场机制、参与主体、科学技术等新的因素的有序规范。

Grassland ecosystem is an important ecological safeguard of China＇s economic and social devel- opment, and also an important green screen of maintaining national ecological security. Grassland culture is a big part of Chinese culture. Its ＂ tour and animal husbandry＂ mode of production and ＂ live with water and grass＂ lifestyle shows that grassland culture contains profound ecological civilization and massive ecological ex- istential intelligence. From the space dimension, grassland ecosystem is an independent ecological space, whose ecological environment protection needs attention to the integrity of the grassland ecological environ- ment, and needs to evaluate and rationally plan the integrity. From the dimension of human, nomadic nation is the founder of the grassland culture. The progress of grassland culture development formed an effective restric- tion of ecological law and environmental ethics for human behavior. Era development also gives the orderly reg- ulation of the new factors to grassland culture construction of ecological civilization system, such as government leading, market mechanism, participation subject, and science and technology.
