完善新生代少数民族农民工社会保障的价值意涵及路径选择

The Study on Meaning and Choice of Path of Perfecting Migrant Workers of the Ethnic Minority New Generation's Social Security

新生代少数民族农民工社会保障问题是城乡一体化建设中值得深层关注的现实问题。以西部城市六盘水为例展开调研发现,新生代少数民族农民工社会保障处于城市和农村社会的夹心层,保障机制缺失成为制约其融入城市的最大障碍所在。该问题的解决不但对于全面小康社会建设与城乡一体化发展具有重要战略意义,而且对构建和谐民族关系,促进市民化进程都具有现实指导意义。解决新生代农民工的社会保障问题,亟需从强化"顶层设计",消除城乡二元结构影响,转变地方政府考评方式,加强对企业科学监管等措施入手。

The problem of Migrant Workers of the Ethnic Minority New Generation＇s Social Security is an re- alistic question that need to solve seriously in the process of urban and rural integration. According to the survey for Migrant Workers of the Ethnic Minority New Generation＇s social security in the western city Liupanshuii, we found that the group is still in the sandwich layer between the urban and rural and social security, and social se- curity situation that they are facing is not optimistic.It＇s the biggest obstacle for them to go into cities.The prob- lem of migrant workers of the ethnic minority new generation＇s social security is not only related to construct a harmonious ethnic relationship,and promote the development of urbanization ,but also related to our country＇s strategic significance .To solve the problems that exist in the migrant workers of the ethnic minority new genera- tion＇s social security, government needs to do Top-Down Design , eliminate the influence of urban and rural du- al structure system,transform the way of assessment for local goverment, and strengthen the supervision strength for enterprises as well as the new generation of ethnic minority migrant workers social security consciousness.
