归档文件按“件”还是按“卷”整理问题研究

自从《归档文件整理规则》实施以来,在档案界关于文书档案"立卷"与"不立卷"的问题一直争鸣不断,档案部门立卷和文书处理部门立卷,也历来是百家争鸣的一个核心问题。文章以国家档案局原局长刘国能的一篇学术论文的观点为主线,作者从一个档案实践工作者的角度发表自己对归档文件按"件"整理优点的一些看法。

Since the implementation of The ar- rangement rules of archival documents, opinions on the ＂ filing ＂and＂ no filing ＂ of archives have divided all the while in the archival world, which has always re- sulted in the endless arguments over the archives de- partment filing and document processing department filing. The article takes the opinion of an academic pa- per from the former director of the State Archives Ad- ministration, Liu Guoneng, as the main line. The au- thor, according to her practical experience, makes some comments on the advantages of filing docu- ments according to the ＂pieces＂.
