中国城镇化区域差异的空间和要素的双重解读

Elaborations on Chinese urbanization's regional differences from the perspectives of space and factors

运用锡尔指数和基尼系数分析方法对中国30个省级行政区的城镇化水平进行了测度。结果显示:中国城镇化水平总体上呈现东高西低的空间格局;区域间的差距对中国城镇化区域差异的形成贡献最大,区域内的差距的对此的贡献较小;对中国城镇化区域差异影响较大的因素依次为基础设施、居民生活质量、信息服务、科教文卫和社会保障等要素。基于此建议:在新型城镇化的推进进程中,须注重内涵式发展,通过提升中西部地区的基础设施水平、居民生活水平、社会保障水平等要素,逐步缩小中国城镇化的区域差异,实现东中西部地区的协调发展。

This paper makes a measurement of the ur- banization level of the 30 provinces in China with Theil Index and Gini Coefficient. The results show that there is a regional difference of the urbanization in China, which indicates the east shares a higher urbanization than the west; The differences a- mong the regions make more contribution to the formation of the regional differences of the urbanization in China, while the differences within the regions make relatively less contribution ; The factors that influence the regional differences of the urbani- zation in China ranks as fundamental infrastructure, citizens＇ living quality, information services, education and health and social security. Therefore, during the process of urbanization more attention should be paid to connotative development. The government should decrease the regional differences of the ur- banization in China and achieve the coordinated development of the east, the middle and the west by improving infrastructure, the citizens＇ living standards, social security of the lagging re- gions.
