Construction of Institutional Cultural Capital in the Urbanization Transition Communities and Community Development in Border Ethnic Minority Areas

经验研究显示,在边疆民族地区城市化转型社区,社区体制化文化资本不仅对社区发展产生 重要的工具性关联,而且构成了社区发展的一个基本建构性因素,若其建设不适应城市化转型的需 要,社区发展就失却内源性、参与性和可持续性.地方政府应将社区体制化文化资本建设视为重要的 社会投资,逐步建立社会行政和社会工作相结合的公共政策体系,建设边疆民族地区城市化转型社区 发展的文化基础.

According to the empirical study, in the urbanization transition communities of the border ethnic minority areas, the institutional cultural capital of the community has not only had crucial effects on community development, but also it has performed a basic and constructive factor of community development. Community development will gradually lose its endogenous, participant and sustainable characteristics if the institutional cultural capital of the community does not adapt to the transition needs of the community. Therefore, the local governments should regard the construction of institutional cultural capital in the community as the important social investment to establish step by step the corresponding public policy system taking the methods of social administration and social work. As a result,the cultural base of community development will be improved in the urbanization transition communities of the border ethnic minority areas.
