A Review of Research on Rural Grassroots Organizations Construction under The Integration o f Urban and Rural Areas in the Border Ethnic Minority Areas

学者们对农村基层组织建设的研究一直热情不减,一致认为边疆民族地区农村基层组织建 设在社会主义新农村建设、加强和改进党的执政基础、全面小康社会建设、维护边疆繁荣稳定等方面 意义重大.为此,围绕农村基层组织建设的现状、存在问题、新农村背景下如何建设、与大学生村官的 关系、与反贫困策略的实施、取消农业税后的建设等方面,选取社会管理、共服务、乡村治理等视角 进行研究.并提出要从思想建设、领导班子建设、队伍建设、优化组织结构、制度建设等发面实现创新 发展.

Scholars 爷 research has been enthusiastic about the construction of rural grassroots organizations, they have agreed that the rural grassroots organizations construction in the border ethnic area is of great significance in terms of constructing socialist new countryside, strengthening and improving the party＇s ruling foundation, building the comprehensive well-off society and keeping prosperity as well as stability in border area etc. To this end, the present paper gets around the current situation and existing problems of the construction of the rural grassroots organizations, how to build it under the background of new countryside construction, its relationship with college students＇ officials in the village, anti-poverty strategy implementation and the construction after the cancellation of agricultural tax, etc. in the perspectives of social management, public services and rural governance. The paper puts forward that new creative development strategies should be carried out in the construction of ideology, leadership, personnel and in optimizing the organizational structure and system construction.
