Combining with historical and cultural heritage protecting status of Harbin city,the paper analyzes the feasibility of applying PPP mode into historical and cultural heritage protection of Harbin city,and illustrates specific implementation scheme of PPP mode,which will be good for improving historical and cultural heritage developing and protecting quality and achieving great social benefits.
