摘要 随着我国流域开发程度的不断提高,各个流域普遍面临开发利用和生态保护如何协调发展的压力和冲突。加强流域综合规划环境影响评价,对促进流域开发与生态环境保护相协调、推进流域生态文明建设具有重要意义。本文提出了流域综合规划环评的总体目标和工作思路,分析了目前存在的主要技术问题,给出了环境保护目标确定与指标体系构建原则,提出了流域综合规划环评指标体系框架,为不同流域综合规划环境影响评价工作提供参考。 With the continuous improvement of the level of China's river basin development, China’s river basin is generally faced with the pressure of development and ecological protection. It is of great significance to strengthen the environmental impact assessment of the comprehensive river basin planning, to promote the development of river basin development and ecological environment protection, and promote the construction of ecological civilization. This paper put forward overall objectives and work plans of EIA for the comprehensive river basin planning, and analyzes some main technical problems. Also, this paper put forward the principles for the environ - mental protection objectives and index system, and establishes the framework of evaluation index system of EIA in comprehensive river basin planning. Tis study could provide the reference for the comprehensive planning of environmental impact assessment of different river basins.
