The Operation of Interpellation of City Council and the Social Governance of Shanghai after Anti-Japanese War

"质询"是指行政当局作施政报告后,议员就施政方针、行政举措等提出质问的权利,是民意机关行使监督权的表现。抗战胜利后,上海市参议会之质询是整个行政监督程序之一环。质询内容涉及市民生活方方面面,聚焦于民生困苦、行政绩效、特定行政政策。活跃参议员带动质询氛围,媒体报道放大质询效应,质询之后的施政报告决议案则指明改进方向。通过质询,民意机构与行政机关之间基本实现了告知、表达、辩论、参与、监督之功能。

After Anti-Japanese War,the interpellation of Shanghai City Council was part of the administrative supervision system. The effective interpellations to a certain extent promoted public administration and improved the performance of duties,and the contents of interpellation related to all aspects of public life.Through the interpellation,the basic function of notification,expression,debate,participation and supervision had realized between the Shanghai City Council and the executive authorities.
