The Evolution of Development Policy in the Yangtze River Economic Zone and Its Situation Evaluation

长江经济带战略提出以来,沿江11省市加快推进,在生态环境保护、综合立体交通走廊建设、创新驱动产业转型升级、新型城镇化建设、全方位开放新格局构建、区域协调发展体制机制创新等方面取得了显著成效,但也面临生态环境保护压力加大、重大基础设施建设缺乏整体协调性、产业同质化竞争严重、人口城镇化水平不高、开放层次和领域有待拓展和区域合作联动社会参与不足等问题。对此,应坚持及时评估并利用好各类试验区的示范引领效应与价值,加强规划与政策间的衔接以切实推进规划与政策落地,优化长江经济带区域合作机制,破除"以邻为壑",引入"善治"理念,吸引多方主体参与长江经济带建设,发挥新型智库效用推进决策科学化和加强第三方评估等政策取向。

Since the development strategy of the Yangtze River Economic Zone has proposed, 11 provinces and cities around the zone accelerated development and achieved remarkable results in the protection of the ecological environment, a comprehensive three-dimensional transport corridor construction, innovation driven industrial transformation and upgrading, new urbanization, a new pattern of all-round opening up, and in the construction of regional coordinated development system and mechanism innovation. But the Yangtze River Economic Zone also has faced increasing pressure of ecological environment protection, lack of overall coordination of major infrastructure construction, industry homogenization of serious competition, low level of population urbanization, need-to-be-ex- tended level of open fields and linkage of social participation in regional cooperation. The develop- ment in the Yangtze River Economic Zone could adhere to the following development orientation： timely assessing and making good use of all kinds of test area to lead the demonstration effect and value, strengthening the relationship between planning and policy to promote the planning and policy landing, optimizing Yangtze River Economic Zone regional cooperation mechanism to get rid of ＂beggar the neighbors＂, introducing the concept of ＂good governance＂ to attract participating in the construction of the Yangtze River Economic Zone with the new think tank, and playing utility to pro- mote scientific decision-making and strengthen the third party evaluation.
