云南省应用技术大学内部治理结构研究——基于5所高校章程的文本分析

Internal Administrative Structure of Applied Technology Universities in Yunnan——A Study Based on the Text Analysis of 5 Universities' Statutes

大学章程是现代大学制度的载体,是高校内部治理的依据。分析云南省5所应用技术大学的章程文本,发现现阶段云南省应用技术大学章程建设存在大学章程建设"转型"意识缺乏、校党委与行政之间的权责划分在内部治理中存在冲突、学术机构在内部治理中有待改善,缺乏"共同治理"的元素、师生权利义务的表达,民主管理和监督有待提高的问题。针对这些问题,提出明确自身定位,加强应用技术大学章程建设、坚持党委领导,推行"职业化"校长治校、从"教授治学"向"合作治学"转变等方式改进应用技术大学章程建设,促进内部治理结构的优化。

A statute is the carrier of the modern university system and the basis of university＇s internal administration. Based on the text analysis of statutes of 5 applied technology universities in Yunnan, it is found that all these universities lack the transformation consciousness during their construction; inconsistencies exist between school CPC party committee and administrators out of their division of power; academic institutions need to be improved; the concept of ＂joint administration＂ is absent; the voices of teachers and students fail to be heard; democratic management and supervision demands improvement. To solve these problems, it is proposed that applied technology universities should promote the optimization of internal administration in four aspects, namely identify their orientation and strengthen the construction of internal statutes, insist the leadership of CPC, implement the governance of professionalized president and transform from ＂teacher-based study＂ to ＂cooperative study＂ .
